It is a north-south running road which has three lanes running in each direction, with a large median strip with rows of trees. The speed limit close to the city is 60 km/h, with 70km/h further north, with an 80km/h speed limit north of the intersection with Mouat Street and Antill Street. Most cars leaving the central Canberra suburbs near Civic heading northwards use this road. Many ACTION buses heading between Civic and Dickson, Gungahlin or Belconnen use the road, which has frequent bus stops along it.

Northbourne Avenue is the dividing line between the suburbs of Turner, O'Connor and Lyneham on the west, with the suburbs of Braddon, Dickson, Downer and Watson on the east.

It has often been suggested that a light rail system, such as train or trams be put on the middle of the road. This would likely involve the removal of the trees located in the wide median strip in the road.

In 2005, proposals were put forward to make the civic section of Northbourne Avenue go underneath Civic while pedestrian bridges would go over the top of it.
